707 - Possession of a Controlled Substance

A controlled substance is generally a drug or chemical whose manufacture, possession and use is regulated, such as illicitly used drugs or prescription medications that are designated by law.

This code categorizes controlled substances into two categories: Prescription Substances and Illicit Substances.


707 (a) - Prescription Substances

Prescription Substances may only be possessed and/or handled by the following persons:

  • (1) "Medical Employees" including Paramedics, Doctors, Nurses, Pharmacists, Pharmaceutical Technicians employed by a medical clinic, hospital, or emergency medical service agency. Medical Employees may only possess prescription substances for the purpose of performing medical treatment on patients. Medical Employees may not possess prescription substances for the purpose of administering it to themselves or providing it to a non-medical employee without a prescription.

  • (2) "Law Enforcement" Officers without medical training may be in possession of all listed Prescription substances for the reason of evidence collection and containment. Officers with medical training will be limited to the use of Epinephrine (adrenaline), and morphine for lifesaving use.

  • (3) "Individuals" including persons with medical prescriptions issued to them by a doctor or nurse for a specific medication. Individuals who possess prescription substances must also possess the prescription itself (typically located on a form or on a prescription bottle/container).

  • oxandrolone,

  • cocaine (coke/crack),

  • chlorodiazepoxide (Librium®),

  • eszopiclone (Lunesta®),

  • zaleplon (Sonata®),

  • Gamma-hydroxybutyrate or sodium oxybate (Xyrem®),

  • Flunitrazepam (Rohypnol®),

  • Atomoxetine (Strattera®),

  • Intravenous Solutions (IV)

    • (0.9% Normal Saline / NS / 0.9NaCl / or NSS ;

    • Dextrose 5% in Water / D5 or D5W / intravenous sugar solution ;

    • Lactated Ringers / LR / Ringers Lactate or RL ;

    • 0.45% Normal Saline / Half Normal Saline / 0.45NaCl / .45NS).

707 (b) - Illicit Substances

Illicit Substances may not be possessed by any person, with the exception of law enforcement officers for the reason of evidence collection and containment.

  • Psilocybin (Magic Mushrooms/Shrooms)
