No person shall, while on public property, or a public road: Exhibit a lack of physical motor control / fine bodily-motor skills as a result of being under the influence of alcohol or illegal drugs/narcotics AND at least one of the following:

• Obstruct a public roadway or public property (e.g. sidewalk) as a result of their inability to control their own bodies effectively.

• Perform acts prohibited by 412 - Disturbing the Peace

No person shall, while on government property: Exhibit a lack of physical motor control / fine bodily-motor skills as a result of being under the influence of alcohol or illegal drugs/narcotics.
